A self-facilitated toolkit for the global garment sector

FIT brings workers, supervisors and managers into the same room to solve day-to-day production problems together — with modules short enough to run without stopping the line.

What it is

The Factory Improvement Toolset (FIT) is a self-facilitated, activity-based learning programme designed by the ILO to boost productivity, competitiveness and working conditions across the global garment sector. Rather than bringing in outside consultants, FIT gives factories the tools to diagnose and fix their own operational problems.

It was developed under the Sweden-funded "Decent Work in Garment Supply Chains Asia" project and piloted across manufacturing hubs including Bangladesh, Cambodia and Pakistan, where it has since become a reference toolkit for factory-level improvement.

Key features

  • Participant-driven: Interactive peer learning and hands-on activities replace traditional lectures.
  • Inclusive by design: Workers, supervisors and managers work through the same modules together.
  • Time-efficient: Each module runs 2.5 hours or less, so production isn't disrupted.
  • Broad coverage: Modules span factory organisation, production systems, staff management and environmental practice.

Scale

FIT includes a suite of over 70 open-source modules, accessible through the ILO Learning Hub, alongside a final project report and case studies documenting its use across Asian manufacturing.
